About our opportunity: 
The City of Asheville is seeking qualified applicants to join our Legal Services team as a Public Records Officer. The Public Records Officer analyzes, processes, and responds to public records requests in compliance with State law and the City's ordinances and policies. This important position serves as the main point of contact for parties requesting public records and coordinates with various departments to ensure those requests are fulfilled. The Public Records Officer works with staff attorneys, evaluates whether any record or part of a record is exempt, redacts records accordingly, and prepares appropriate responses.  


Hiring salary: $51,188.80
Full salary range: $51,188.80 - $76,793.60

Typical work hours are Monday - Friday; 8:30 - 5:00

Essential Duties and Responsibilites

Duties and responsibilites: 

  • Develop and implement procedures, guidelines, and controls for storage, retrieval, tracking and filing of active and inactive rords.
  • Implement, administer and facilitate staff training as needed.
  • Monitor and maintain compliance with laws and regulations related to public records.
  • Respond to public information requests, coordinate the retrieval of information and address questions as necessary.
  • Maintain a comprehensive records retention program.
  • Perform administrative duties as needed. 
  • Perform other duties as assigned.

Education and Experience

Required qualifications: 

  • Associate degree in Administrative Services, Business, or a related field required; supplemented by three years of experience in providing administrative support
Preferred qualifications: 
  • Experience in local government.
  • Experience in records management, specifically in relation to NC Public Records Law. 
Applicants with equivalent experience and/or education may be considered.

Knowledge, skills and abilities: 

  • Ability to manage multiple projects simultaneously.
  • Ability to work independently.
  • Ability to maintain confidentiality and exercise discretion when handling sensitive information. 
  • Knowledge of document management practices. 
  • Excellent communication and presentation skills. 
  • Excellent customer service skills.
